On October 10, 2018, Hurricane Michael devastated the Florida Panhandle. Panama City took a near-direct hit from this Category 5 storm, leaving many areas and facilities in need of extensive repair and long-term support.
The impacts of Hurricane Michael demonstrated the need for an effective, comprehensive long-term recovery plan to address unmet needs across the community. Recognizing this, the U.S. Department of Housing and Urban Development (HUD), the Federal Emergency Management Agency (FEMA), the Florida Department of Emergency Management (FDEM), and Florida Commerce (FC) allocated funding to support Panama City’s recovery efforts.
Just as our city continues to rebuild and grow, this webpage is also under construction. We are committed to providing clear and transparent information about ongoing projects in the City of Panama City, including funding sources and related initiatives. This page will be updated throughout the year as additional details become available.
Below is a list of current projects funded by the U.S. Department of Housing and Urban Development, the Federal Emergency Management Agency, the Florida Department of Emergency Management, Florida Commerce and more. Click on each tab to learn more.
The Community Development Block Grant–Disaster Recovery (CDBG-DR) program is a federal funding source administered by the U.S. Department of Housing and Urban Development (HUD) to help communities recover from major disasters. These funds support long-term recovery efforts such as housing rehabilitation, infrastructure improvements, and economic revitalization, particularly for unmet needs not covered by other assistance. CDBG-DR funding prioritizes helping low- and moderate-income residents and strengthening community resilience.
