The Environmental Protection Agency's (EPA) National Pollutant Discharge Elimination System (NPDES) unfunded mandate has become a major issue for stormwater management programs nationwide. With limited resources, local governments are tasked with the implementation of an aggressive stormwater program that controls stormwater pollution to the maximum extent practicable.
The City of Panama City is listed in the Federal Register as a (NPDES) Phase II Municipal Separate Storm Sewer System (MS4) and such was required to obtain coverage under a statewide generic permit for stormwater discharge.
