The City's Utility Engineering Division oversees capital improvements, plan and project reviews, impact fee calculations/payments, inspections and lead service line reporting.

Planning, Design Review & Permitting

Planning, design review and permitting are completed through the City's Planning and Zoning Division. The City utilizes Cloudpermit software, a comprehensive solution for managing building permits, planning and zoning, and code compliance activities. Through the client portal, applicants can retrieve digital status updates, ensuring transparency throughout the entire process.

New Service Connection

To establish a new utility service connection in the City of Panama City, you will need to fill out the Utility Connection Application, and if a low pressure sewer connection is needed then you will also need to fill out the Low-Pressure Sewer Agreement.
