Building Services works closely with Planning and Zoning, the Fire Department, and Environmental Compliance among other city and non-city affiliated groups to ensure compliance with laws and regulations for the health, safety, and welfare of our community.

The City Engineering Division provides a variety of services relating to the construction and design of the city's capital projects as well as the review of stormwater design for developments within the city limits.
Your project may be in a Flood Zone that has additional requirements regulated by Floodplain Management.
Environmental Compliance, a division of the Public Works Department regulates and implements Cross-Connection Control Programs, Stormwater Protection and Prevention Plans and Fats, Oils and Grease.

Connecting and disconnecting to and from the sewer and water meters are handled through the Utilities Division. Utilities collect fees for connections including sewer impact fees for new construction which is required to be paid prior to the Development Order approval.
Code Compliance, a Division of Development Services, addresses concerns and complaints regarding the maintenance of properties within the city limits. Code Compliance enforces Codes and Standards that are established to ensure a positive effect on property value, community appearance and neighborhood pride.
The Business Services Department oversees the application and licensure of businesses located within the city limits of Panama City. Business license types include, Merchant License, Occupational License and Home Occupational License.
Housing and Community Services has a variety of housing assistance programs available to citizens.
