Building Services

The City of Panama City’s Development Services Department is expanding to allow all sectors of the department to be completed through the City. Digital software called Cloudpermit will be utilized for planning and zoning, building services, fire, environmental, code compliance and contractor registration services. This switch to electronic services will help the entire development process become more centralized, efficient and transparent, giving applicants and users increased visibility. 

Services such as plan reviews, inspections and administrative functions associated with ensuring compliance with codes, standards and regulations for buildings, structures and equipment will be implemented through Cloudpermit with the ability to pay online via credit card. 

Building Services Division Purpose, Responsibilities and Mission

Building Services is a division of the Development Services Department.  The Building Services Division enforces the provisions of the Florida Building Code as well as other pertinent laws, regulations and ordinances pertaining to construction, alteration, repair, remodeling, or demolition of structures and the installation of building systems, when a permit is required.  To accomplish this, Building Services conducts building plan reviews, issues building and trade permits such as electrical, mechanical and plumbing, perform inspections for the work being performed and upon assurance that compliance has been met and approved by all regulatory parties, issues a Certificate of Occupancy. The Building Services Division does not enforce deed restrictions or covenants such as those listed in bylaws of HOAs or other cooperatives.

The Building Services Division mission is to serve citizens, businesses, developers, design professionals and contractors through a defined development, construction permitting and inspection process that is aimed towards productive growth and positive development within the City for the constant improvement and increased quality of life for all.
