Customer Service

The City of Panama City provides water, wastewater and garbage services to residences and businesses in the community. If you wish to start, stop or transfer service, or have questions about your city utility services regarding meter readings, billings or payments, we invite you to visit a customer service representative at City Hall Monday through Friday during the hours of 8 a.m. to 5 p.m.

New Service Connections

To establish new service, transfer service to a new address, change the name on an account or discontinue service, please apply online at [City of Panama City, FL.] Utility Service Application or visit the Utility Billing Department at City Hall. If you have any questions about the application process, please call the Utility Billing Department at (850) 872-3000 option 1, then choose option 2. 

To apply for new water or sanitary sewer connections (new construction or never before serviced by Panama City Utilities) in Panama City, please contact our office at 850-691-4553 or apply online: 

New Accounts

To establish new service, transfer service to a new address, change the name on an account or discontinue service, please apply online at Online Utility Service Form or visit a customer service representative at City Hall. If you have any questions about the application process, and to obtain information regarding the account deposit requirements please call Customer Service at (850) 872-3166 weekdays between 8 a.m. and 5 p.m.  Deposit amounts vary based on the size of the meter and whether the service area is inside or outside of the City limits.  On-site applications are processed on weekdays at City Hall between the hours of 8 a.m. and 4:30 p.m.

Deposit Refund

Residential utility deposits are refunded to customers who have not had a delinquent utility account or an account that has been disconnected for 24 consecutive months. If your deposit has not been refunded and you close your City utility account, the deposit will be applied to the final balance owed. Any balance remaining will be refunded.

Closing Accounts

You can stop utility services by telephone by calling a customer service representative or using the Online Utility Service Form.  Accounts will be closed on the same day if requested before noon and on the next business day if requested after noon.
