Consideration to approve the Special Event Permit for Bay County Chamber of Commerce Annual Block Party on March 12, 2026, from 5:00 p.m. to 7:00 p.m. on 235 W. 5th Street, sponsored by Bay County Chamber of Commerce. (Road closure on 5th Street. from Oak Avenue to Mercer Avenue and on Oak Avenue from 5th Street to Mercer Avenue)

Consideration to approve the Special Event Permit for Florida Redfish Series Tournament on April 11, 2026, from 5:00 a.m. to 5:00 p.m. on Panama City Marina, sponsored by Florida Redfish Series.

Consideration to approve the Special Event Permit for Groove Fest on June 27, 2026, from 3:00 p.m. to 10:00 p.m. on Panama City Marina, sponsored by the Grown Folks Entertainment Promotions LLC.

Consideration of approval to allow corked alcohol sales at the St. Andrews Farmer’s Market, held on City property at Oaks by the Bay Park, for the duration of the recurring Farmer’s Market event permit.

Consideration to award bid PC26-006 Project Hometown Revitalization – Stone & Sutton to Southern Construction Services, Inc. and approval to execute a contract in the amount of $54,300.00.

Consideration of approval of amendment to the Right-of-Way Use Agreement and Alleyway Use Agreement with Drew Station, Inc. for 11 Harrison Avenue.

Request for approval to purchase three (3) Chevrolet Silverado 1500 ½ ton pickup trucks for the Lift Station team in the Underground Utilities Division from Alan Jay Fleet Sales through Tallahassee Purchasing State Contract Number 5179 in the amount of $128,877.00.

Consideration of approval of Change Order 5 for Gulf Coast Utility Contractors PC 24-037, the City of Panama City CDBG-DR Infrastructure Improvements known as Area O-11 for additions, modifications, and actions essential for project completion totaling $402,319.00.
